Governance & LSCs


USA Swimming's 2,800-plus clubs and 400,000-plus athletes are broken up regionally into 59 Local Swimming Committees who are responsible for governing swimming in their individual regions. As our arms into the communities, these LSC's play a major role in the governance of our sport across the nation.


For this reason, improving LSC effectiveness is a top priority of USA Swimming's headquarters. USA Swimming offers several programs, documents and other information to help our LSCs become as effective as possible as we all work together to build, promote and achieve.



The strategic planning process is a leadership and governance tool designed to improve the effectiveness of an organization. Success is achieved by creating a game plan that enables the organization to focus its energy, to coordinate the efforts of its members so that they are working toward the same goals, and to regularly assess the environment within which the organization operates.


Strategic planning makes it possible for an organization to think purposefully in order to shape the future rather than merely react to it. Strategic planning is, in essence a disciplined approach to decide what an organization is, what it does, and why it does it, with a focus on the future.  Read More

If you are LEAP Level 1, you are eligible for the following workshops once per Quad. Requests for more than this will be reviewed on a case-by-case basis:

One-Day LSC Leadership Workshop Options*:

  • A. One-day program: Includes a 1/2 day LSC Governance Overview and a 1/2 day of LSC customized discussion topics with the development of short-term goals
  • B. One-day program: Includes a 1/2 day LSC Governance Overview and a 1/2 day of assistance with the completion of LEAP Levels 2 or 3


*LSCs that participate in either of these one-day LSC Governance Workshops are eligible for a second one-day LSC workshop (within six months) to develop a full LSC strategic plan.


If you are LEAP Level 2 or 3, you are eligible for the following workshop once per Quad:

One and a half - 2 Day Full LSC Strategic Planning Workshop:

  • 1.5 - 2 day program: Includes LSC Governance Overview plus an LSC self-assessment and formulation of an LSC strategic plan. 

Please note that visits should be scheduled as stand-alone events; consultants have found the programs to be most effective when they are not bundled with other LSC activities such as HOD meetings or meets.

Shared Services

USA Swimming's Shared Services Workshop is a one-day workshop for two or more LSCs that express an interest in exploring shared services opportunities to more effectively serve their members. Two to four leaders from each participating LSC are invited to attend this custom designed program to study and develop shared initiatives.  USA Swimming will provide workshop facilitators and materials free of charge including facilitator travel to a convenient location mutually agreed upon by the participating LSCs.  The only costs for the LSCs are room rental (if applicable), lunch, and travel expenses of the LSC participants.  For more information, the General Chairs of interested LSCs should contact one of our LSC Governance Consultants here
